José Guilherme Reis is an independent consultant based in Rio de Janeiro, Brazil. He recently left the position of executive director for Brazil hand Suriname at the Inter-American Development Bank.

Prior to this position, he spent 14 years at the World Bank, where he held several positions, the last one being practice manager for global trade and competition. Before joining the Bank in 2004, Reis occupied the positions of secretary for economic policy in the Ministry of Finance in Brazil (2001-2002) and chief of economic advisors with the Ministry of Planning and Budget (1999-2001). He also led several studies on trade, competitiveness, and growth in countries in different parts of the world, including Latin America, Africa, South Asia and Europe and Central Asia. Reis holds a master’s degree in economics and public finance from the Catholic University of Rio de Janeiro.
