During the implementation of structural reforms that began in the 1980s, it was trumpeted that they would place Mexico in a context of modernity and on a path towards sustained growth. For example, the idea spread that the export model and the limited involvement of the public sector in the economy were the only formulas that would generate better paid jobs and induce the development of the means of national production. However, to this day these promises have not been achieved.
Given this scenario, this publication by Vidal Llerenas Morales proposes the Inclusive, Innovative, and Sustainable Industrial Development Law. This legal framework gives Mexico a modern industrial strategy based on innovation, which generates new markets through a more active participation of the public sector alongside private enterprise.
Only in this way is it possible for the country to get out of the current economic and social inertia. The law is based on the alternative economic approach developed by the economist Mariana Mazzucato. One of the key features of this perspective is that advanced industrial policies should be oriented to specific missions that solve the major problems facing society: poverty, inequality and climate change.
